The Manufacturing-Consent Mechanism

Core idea: A recurring information-warfare pattern — an unverifiable atrocity claim is released into an environment where it cannot be checked, framed as one of the great atrocities of the age, amplified and portrait as truth which causes massive outrage and a national trauma, and that trauma is then converted into consent for a war or military action that was already strategically desired.

The Pattern

The mechanism has a consistent shape:

  1. An atrocity claim is asserted — large, emotionally overwhelming, morally clarifying.
  2. Verification is absent — whether by an information blackout, a war zone, or simply speed outrunning fact-checking.
  3. Amplification — social media and sympathetic outlets spread the claim faster than any correction; a non-neutral information environment accelerates it.
  4. Trauma → consent — the scale of the claimed atrocity makes almost any response feel justified, and a pre-existing strategic objective is reframed as a moral imperative.

In the Iran case, the 36,500 figure played the atrocity role; the blackout supplied the unverifiability; the Israeli influence operation supplied amplification; and the Pahlavi reversal converted it into a call for intervention. Al Jazeera named this at the time: “Appropriating the death count: manufacturing consent for an attack on Iran.”

The October 7 Precedent

The clearest analogue is the October 7 “40 beheaded babies” claim. It originated with i24NEWS, was never confirmed by the IDF or CNN, produced no photographs of decapitations and no recovered bodies, and was later the subject of press-regulator rulings. An unverified atrocity claim did its work — shaping consent for the assault on Gaza — before verification could catch up.

The Strategic Backdrop

The mechanism does not operate in a vacuum. The 1996 Clean Break memo named Iran among the states to be contained and rolled back, and the neoconservative continuity carried that objective forward. Professor Jiang predicted the war itself years in advance. The casualty narrative supplied the consent; the strategic objective long predated it.

What This Pattern Claims

Discipline note: Identifying a pattern is not the same as proving intent in any single instance. This note claims the mechanism is real and recurring, and that the Iran casualty narrative fits it. It does not claim that any specific actor deliberately fabricated the 36,500 figure for this purpose — only that, fabricated or merely inflated, it functioned this way.
