HRANA Methodology — The Verified Counter-Figure (~7,000)

Core idea: The US-based Human Rights Activists News Agency produced a conservative, name-by-name verified death toll of ~7,000 — roughly one-fifth of the Iran International figure — using a documented “minimum verifiable cases” method with a real track record of accuracy.

The Figure

HRANA’s confirmed toll rose from 6,126 (27 January 2026) to roughly 7,007–7,015 (early–mid February), with another ~11,744 cases still under review and deliberately excluded from the confirmed count. The full 50-day “Crimson Winter” report breaks the confirmed total into protesters, children, non-protester civilians, and military/government dead.

The Method

HRANA documents “minimum verifiable cases rather than maximal estimates”, built from more than 143,330 reports drawn from confidential and open sources, with each death cross-checked against a primary plus an additional confidential source and named victims paired with identifiers (age, location, documentation anchors). NPR notes HRANA “has been accurate in multiple rounds of unrest” and verifies each death through an on-the-ground network. In 2022, its count matched Iran’s own interior-ministry figures — a track record the higher number does not have.

The method is self-described and not externally audited; Al Jazeera’s profile of HRANA notes the group declined to disclose corroborating contacts, citing security. But no source refutes it, and skeptical outlets treat HRANA as the more rigorous source relative to Iran International.

The Honest Ceiling

Discipline note: Because of the blackout, even HRANA’s ~7,000 is not independently confirmed — it is the most rigorous reported count, not a proven one. “Rigorous, named, methodologically conservative” and “anonymous, unpublished, by-the-outlet’s-own-admission-unverifiable” are not the same tier of evidence. And ~7,000 is still an enormous number of people who should never have died — responsibility for that crackdown rests squarely with the Islamic Republic.
